An MIT-trained mechanical engineer, Clinical Assistant Professor at Brown University's Department of Family Medicine, and Navy-trained veteran, Dr. Tomlinson combines precision with compassion. After 20 years of serving families across the United States and around the globe as a leader in newborn circumcision care, he and his team are both renowned and deeply trusted.
Dr. Tomlinson led the international team that developed the minimally invasive AccuCirc® device. His mission? To prevent the devastating injuries he witnessed in 15 medical malpractice cases. Drawing on his global expertise and collaborating with an international team of experts, Dr. Tomlinson wrote the surgical chapters of the World Health Organization’s Manual on Early Infant Male Circumcision. Today, he's a consultant to the World Health Organization, National Institutes of Health, and Gates Foundation, developing training programs that have improved newborn care across Africa.

SafeCirc is a self-pay practice and does not bill insurance directly. Payment is required at the time of service. We do, however, provide families with a detailed superbill that can be submitted to your insurance company for possible reimbursement.
Please note that our services are considered out-of-network, and reimbursement depends on many factors outside of our control — such as:
Whether your newborn is covered under a parent’s policy or has their own insurance plan
Your plan’s out-of-network benefits
Your deductible and individual policy terms
Many families are able to receive partial reimbursement, but we recommend contacting your insurance provider directly for details about your specific coverage.

We fundamentally support every family’s right to decide what’s right for their baby, and it’s our job to make it safe. According to the American Academy of Pediatrics, current evidence suggests that the health benefits of newborn male circumcision outweigh the risks. The AAP, American Academy of Obstetrics and Gynecology, Family Physicians, American Urology Association, and World Health Organization each have similar policy statements supporting access to the procedure for families who choose it.

Yes. SafeCirc® follows protocols developed with experts from Brown and Harvard. If families decline the intramuscular Vitamin K injection, we encourage the oral option. If all prophylactic Vitamin K is declined but parents agree to its use in an emergency, SafeCirc® will offer the procedure. We take extra steps to reduce bleeding risk, including using thermal cautery, tissue adhesive, and a custom wound care protocol, as well as not using a dorsal slit during the procedure. Please call us for more information about our policy and our extensive experience providing newborn male circumcision care to newborns that do not routinely have access to Vitamin K. AccuCirc® vs Gomco vs Plastibell
Gomco clamp: No marking system, potential for mismatching parts, no reliable way to align the tissue prior to removing.
Mogen clamp: Highest risk for catastrophic injury to the glans, or tip of the penis, no protective shield, banned in some facilities.
Plastibell: Uses a plastic ring and string that must fall off naturally, though swelling can cause the ring to become trapped, leading to complications and serious injury.
